PSSFP opens applications for its 14th cohort — Yaoundé-Messa, University of Yaoundé II-SOA campus

The Minister of Finance, Mr. Louis Paul MOTAZE, and the Rector of the University of Yaoundé II-SOA, Prof. Richard Laurent OMGBA, jointly announce the opening of the call for applications for admission to Level 1 of the Master's cycle of the Advanced Specialisation Programme in Public Finance (PSSFP), attached to the Faculty of Economics and Management (FSEG) of the University of Yaoundé II-SOA, for the academic year 2026-2027 — 14th cohort of the programme.

A reform driven at the highest level of the State

The modernisation of the State, underway for several decades under the impetus of the Head of State, H.E. Paul BIYA, is reflected in particular in the university reform instituted by Law No. 2023/007 of 25 July 2023 on the organisation of higher education, which highlighted the need to professionalise higher education, as well as in the financial reform enshrined in the 2018 law on the financial regime of the State, the implementation of which requires new professional adjustments.

This convergence of complementary needs led the Minister of Finance, the Minister of Higher Education and the Vice-Chancellor of the University of Yaoundé II SOA to renew, on 8 May 2024, the agreement establishing a Higher Institute of Public Finance in Cameroon. Created in October 2013, the PSSFP constitutes the first phase of this project and serves as a capacity-building tool for public and private sector staff in the field of public finance.

13 years of recognised expertise

Since its creation, the PSSFP has trained nine cohorts, representing on average more than 1,200 graduates in public finance, from various public and private institutions, both nationally and internationally. The PSSFP is a centre of excellence for training senior executives responsible for providing strategic and operational support to the reform of public finance, in its budgetary, accounting and fiscal components.

Faced with increasingly pressing development challenges and the needs expressed by public administrations, a renewed training programme has been developed in collaboration with the FSEG of UYII-SOA. It includes five specialisations, delivered in face‑to‑face format on the Messa campus and in E-learning, on a sophisticated platform allowing all courses to be followed remotely and in real time, at the single centre in Yaoundé.

A. Eligibility requirements

Applications are open to persons of both genders who meet the following conditions:

  • Hold a university degree equivalent to a Bachelor's degree (BAC+3), with a background in economics, management, law or a related discipline;
  • Have at least five (05) years of experience in a service or structure with a direct link to Public Finance.

NB: Validation of prior learning (VAE) may apply depending on the coherence between the candidate's background and professional project.

B. Application file composition

Complete files must reach the PSSFP admissions office at Yaoundé-Messa (Door 231), or be sent to contact@pssfp.org, no later than 18 September 2026 at 3:30 p.m., and must include the following:

  • 01 registration form to be downloaded from www.pfinancespubliques.org;
  • 01 certified true copy of the required degree (Bachelor's) or certificate of success, duly signed by university authorities, issued within the last three months;
  • 01 legalised photocopy of the birth certificate, issued within the last three months;
  • Transcripts of the Bachelor's cycle (L1, L2, L3), duly signed by university authorities;
  • A detailed CV;
  • A cover letter;
  • A certificate of active employment or an employer's authorisation (if applicable);
  • 01 stamped A4 envelope at the regulatory rate, bearing the candidate's address;
  • The payment receipt of fifty thousand (50,000) FCFA to the « Crédit Mutuel d'Investissement du Cameroun » as application fees, or a money order addressed to the Administrative and Financial Officer of the PSSFP, PO Box 2332 Yaoundé-Messa.

C. Selection and admission

  • File review and interview before a jury for candidates who have opted for the face‑to‑face training modality;
  • File review only for candidates who have opted for the distance training modality.

📘 Details of the five specialisation tracks

1. Public Economics and Public Management

Objectives

  • Provide an overview of public intervention in economic development;
  • Train in the analysis of the contours of public policies through precise mechanisms and appropriate instruments.

Skills acquired

  • Develop the skills necessary for the analysis of public policies;
  • Know how to rigorously use the theoretical and conceptual framework of new public management;
  • Provide operational knowledge to address issues of internal inequality and wealth redistribution across all sectors.

2. Taxation, Finance and Public Accounting

Objectives

  • Support the implementation of public finance reform;
  • Train specialists in taxation, finance and public accounting;
  • Meet the competitiveness requirements brought about by globalisation.

Skills acquired

  • Develop skills in the analysis of financial, economic and political phenomena, and the scope of operations carried out by public bodies;
  • Understand the financing of the economy through the market;
  • Understand the economic role of taxation and fiscal policy;
  • Know and apply the fundamental rules of financial law and public accounting, as well as accounting principles and conventions;
  • Carry out financial structuring.

3. Territorial Governance and Local Public Finance

Objectives

  • Support the ongoing decentralisation process through learning about local development mechanisms;
  • Prepare for management positions within Decentralised Territorial Collectivities, as well as public and private bodies that interact with them.

Skills acquired

  • Deepen knowledge of the fundamentals of local public finance;
  • Master the rules and procedures applicable to the territorial civil service;
  • Use regulatory monitoring techniques;
  • Apply governance principles related to territorial administration;
  • Implement local development tools;
  • Execute budget and accounting operations of DTCs.

4. Public Procurement and Public-Private Partnerships

Objectives

  • Train specialists in public purchasing and public procurement;
  • Support the implementation of public procurement;
  • Train specialists in the drafting of public contracts and agreements.

Skills acquired

  • Know the legal framework for public procurement and contracts, as well as awarding and execution procedures;
  • Know the fundamentals of public procurement and contracts;
  • Improve practice in public procurement and contracts;
  • Understand the specificities of complex public contracts and their execution mechanisms;
  • Understand the technical execution of a public contract;
  • Learn to manage disputes in public procurement;
  • Be able to identify the typology of public contracts.

5. Audit and Control of Public Finance

Objectives

  • Provide the tools and techniques necessary for the analysis of financial and accounting information of public entities;
  • Train specialists in various areas of audit.

Skills acquired

  • Know the standards and norms in audit and control of public finance;
  • Be able to analyse summary financial statements;
  • Know and apply the rules and principles of accountability;
  • Know and apply the process of judging public accounts;
  • Know the liability regime related to public management;
  • Conduct public management evaluation missions;
  • Know the procedures for conducting a public accounts audit mission;
  • Know the public accounts certification process;
  • Monitor and evaluate management procedures.
