\n It was in the prestigious setting of the Yaound\u00e9 Hilton Hotel<\/strong> that the official launch ceremony of the ISO 9001 version 2015<\/strong> certification process for the Directorate General of Treasury, Financial and Monetary Cooperation (DGTCFM) took place on September 18, 2025.\n <\/p>\n\n

\n This initiative, which places the DGTCFM in a dynamic resolutely oriented towards modernization and excellence, is not a simple administrative project. It marks an important step in the transformation of Cameroon’s financial public service, bringing it closer to international quality standards.\n <\/p>\n\n

\n The ceremony brought together several strategic institutions: MINFI<\/strong>, MINPOSTEL<\/strong>, MINEPAT<\/strong>, ANOR<\/strong> and, of course, the DGTCFM<\/strong> itself, at the heart of this process. All united around a common objective: to elevate our public administration to the rank of internationally certified organizations.\n <\/p>\n\n

\n Ceremony proceedings: between solemnity and commitment<\/strong>\n <\/h3>\n\n
\n
\n

\n The meeting began with the arrival and seating of participants, MINFI officials and special guests. The Minister of Finance then made his entrance, officially marking the beginning of the ceremony.\n <\/p>\n\n

\n At 10 a.m. sharp<\/strong>, the national anthem resounded in the room, recalling the importance of this commitment that goes beyond the simple technical framework to fit into a logic of patriotism and service to the Nation.\n <\/p>\n <\/div>\n\n

\n Then, the interventions followed one another, each bringing valuable insight into the meaning and scope of this certification process.\n <\/p>\n\n

\n The Director General of the Standards and Quality Agency (ANOR)<\/strong> opened the series of speeches, followed by the Director of General Affairs (DAG)<\/strong> of the DGTCFM<\/strong> who presented the ISO 9001 project.\n <\/p>\n\n

\n Following this presentation, a strong moment marked the ceremony: the signing of the agreement between MINFI and ANOR<\/strong>, officially materializing the partnership that will carry this project.\n <\/p>\n\n

\n Finally, the Deputy Minister to the Minister of Finance<\/strong> closed the sequence of speeches with a dense and inspiring speech, which placed the process in the global vision of the Cameroonian public service.\n <\/p>\n\n

\n The ceremony ended with a group photo and a convivial cocktail, symbol of collective commitment and cohesion between all stakeholders.\n <\/p>\n\n

\n Key speeches: understanding the stakes<\/strong>\n <\/h2>\n\n

\n 1. ANOR: supporting towards excellence<\/strong>\n <\/h3>\n\n

\n The first intervention was that of the Director General of the Standards and Quality Agency (ANOR)<\/strong>. Before addressing ISO 9001 certification, she took care to present the institution she leads.\n <\/p>\n\n

\n ANOR is indeed the national body responsible for promoting standards in Cameroon. It supports companies and administrations in their implementation, in order to improve service quality and strengthen their competitiveness.\n <\/p>\n\n

\n Once this framework was established, the Director explained why the ISO 9001 version 2015 standard<\/strong> represents today an essential milestone for any organization that wants to sustainably improve its functioning. Published by the International Organization for Standardization (ISO), this standard is the global reference framework for quality management<\/strong>.\n <\/p>\n\n

\n She detailed the expected benefits for the DGTCFM<\/strong>:\n <\/p>\n\n

    \n
  • \n \u25cf<\/span>\n Optimize its internal processes through better organization.\n <\/li>\n
  • \n \u25cf<\/span>\n Strengthen transparency and credibility of its functioning.\n <\/li>\n
  • \n \u25cf<\/span>\n Continuously improve the quality of service provided to users.\n <\/li>\n
  • \n \u25cf<\/span>\n Reduce file processing times, benefiting citizens and partners.\n <\/li>\n <\/ul>\n\n

    \n Finally, she recalled that only a few Cameroonian public entities already have this certification, such as FEICOM, the Autonomous Port of Douala (PAD), SOPECAM and CNCC. The entry of the DGTCFM into this dynamic therefore constitutes a notable advance, likely to inspire other administrations.\n <\/p>\n\n

    \n 2. The DGTCFM DAG: a structuring project over 18 months<\/strong>\n <\/h3>\n\n

    \n Taking the floor in turn, the Director of General Affairs of the DGTCFM specified the operational contours of the project.\n <\/p>\n\n

    \n He announced that the process will extend over 18 months<\/strong>, with the main objective of strengthening partners’ confidence<\/strong> in the DGTCFM, a central administration in the public finance system.\n <\/p>\n\n

    \n To achieve this objective, several actors will intervene:\n <\/p>\n\n

      \n
    • \n \u25cf<\/span>\n An internal project team composed of DGTCFM personnel.\n <\/li>\n
    • \n \u25cf<\/span>\n ANOR, as project manager.\n <\/li>\n
    • \n \u25cf<\/span>\n A private consultant, responsible for supporting the implementation.\n <\/li>\n
    • \n \u25cf<\/span>\n Finally, an international certification body, which will evaluate the DGTCFM and decide on the attribution or not of the ISO label.\n <\/li>\n <\/ul>\n\n

      \n The DAG recalled that certification is not an end in itself: it requires continuous improvement<\/strong>. Every three years, the international organization will conduct an evaluation to ensure the maintenance of the achieved quality level.\n <\/p>\n\n

      \n Among the key points of the process, he insisted on:\n <\/p>\n\n

        \n
      • \n \u25cf<\/span>\n The engagement of all personnel, at all levels.\n <\/li>\n
      • \n \u25cf<\/span>\n Respect for the schedule and deadlines.\n <\/li>\n
      • \n \u25cf<\/span>\n Transparent communication between all stakeholders.\n <\/li>\n <\/ul>\n\n

        \n Finally, he indicated that more than thirty training sessions<\/strong> will be organized, to provide teams with solid and sustainable skills.\n <\/p>\n\n

        \n 3. The Deputy Minister: placing certification in a national vision<\/strong>\n <\/h3>\n\n

        \n The speech by the Deputy Minister to the Minister of Finance marked the climax of the ceremony.\n <\/p>\n\n

        \n His intervention was structured around two main questions:\n <\/p>\n\n

          \n
        1. \n What concrete advantages does ISO 9001 certification bring to the financial public service?\n <\/li>\n
        2. \n Why choose the DGTCFM as a pilot structure?\n <\/li>\n <\/ol>\n\n

          \n To answer the first, the Minister quoted a striking excerpt from President Paul Biya’s speech of December 31, 2013<\/strong>, where he wondered:\n <\/p>\n\n

          \n “<\/span>\n “Would we be incapable of doing what other countries comparable to ours have done or are doing? So, what were we missing?”<\/em>\n “<\/span>\n <\/div>\n\n

          \n By taking up this question, the Minister emphasized that the quality of public service constitutes one of the major answers to these challenges.\n <\/p>\n\n

          \n ISO 9001 certification will therefore enable the DGTCFM to:\n <\/p>\n\n

            \n
          • \n \u25cf<\/span>\n Strengthen its efficiency and credibility.\n <\/li>\n
          • \n \u25cf<\/span>\n Improve user satisfaction.\n <\/li>\n
          • \n \u25cf<\/span>\n Guarantee stricter deadlines in the processing of public expenditures.\n <\/li>\n
          • \n \u25cf<\/span>\n Position itself as a model for other administrations.\n <\/li>\n <\/ul>\n\n

            \n Regarding the second question, he explained that the choice of the DGTCFM is not random. As a central structure in the implementation of the State’s financial policies<\/strong>, it plays a strategic role in the social contract. Its performance directly conditions economic stability, the financing of public services (roads, schools, hospitals) and citizens’ confidence.\n <\/p>\n\n

            \n He concluded by urging all personnel to embrace the process, by giving their best to obtain certification and, above all, to maintain it over time.\n <\/p>\n\n

            \n A new chapter for the financial public service<\/strong>\n <\/h2>\n\n

            \n The launch ceremony of the ISO 9001 version 2015 certification process for the DGTCFM will undoubtedly remain a key date in the recent history of this directorate general.\n <\/p>\n\n

            \n It symbolizes a clear will: that of transforming the financial public service into a model of efficiency, transparency and quality, serving both citizens and technical and financial partners.\n <\/p>\n\n

            \n The path will be demanding \u2014 18 months of intense work, training, diagnostics and reorganizations. But it will bear fruit: a more efficient public service<\/strong>, capable of competing with the best international practices.\n <\/p>\n\n

            \n By embarking on this path, the DGTCFM asserts itself as a reference administration<\/strong>, ready to inspire other MINFI institutions and beyond.\n <\/p>\n\n

            C\u2019est dans le cadre prestigieux de l\u2019H\u00f4tel Hilton de Yaound\u00e9<\/strong> qu\u2019a eu lieu, le 18 septembre 2025, la c\u00e9r\u00e9monie officielle de lancement de la d\u00e9marche de certification ISO 9001 version 2015<\/strong> de la Direction G\u00e9n\u00e9rale du Tr\u00e9sor, de la Coop\u00e9ration Financi\u00e8re et Mon\u00e9taire (DGTCFM).<\/p>\n\n\n\n

            Cette initiative, qui place la DGTCFM dans une dynamique r\u00e9solument tourn\u00e9e vers la modernisation et l\u2019excellence, n\u2019est pas un simple projet administratif. Elle marque une \u00e9tape importante dans la transformation du service public financier au Cameroun, en le rapprochant des standards internationaux de qualit\u00e9. <\/p>\n\n\n\n

            La c\u00e9r\u00e9monie a rassembl\u00e9 plusieurs institutions strat\u00e9giques : le MINFI<\/strong>, le MINPOSTEL<\/strong>, le MINEPAT<\/strong>, l\u2019ANOR<\/strong> et, bien s\u00fbr, la DGTCFM<\/strong> elle-m\u00eame, au c\u0153ur de cette d\u00e9marche. Tous r\u00e9unis autour d\u2019un objectif commun : hisser notre administration publique au rang des organisations certifi\u00e9es \u00e0 l\u2019\u00e9chelle internationale. <\/p>\n\n\n\n

            D\u00e9roul\u00e9 de la c\u00e9r\u00e9monie : entre solennit\u00e9 et engagement<\/strong><\/h3>\n\n\n\n

            La rencontre a d\u00e9but\u00e9 par l\u2019arriv\u00e9e et l\u2019installation des participants, des responsables du MINFI et des invit\u00e9s sp\u00e9ciaux. Le Ministre des Finances a ensuite fait son entr\u00e9e, marquant officiellement le d\u00e9but de la c\u00e9r\u00e9monie. <\/p>\n\n\n\n

            \u00c0 10h pr\u00e9cises<\/strong>, l\u2019hymne national a retenti dans la salle, rappelant l\u2019importance de cet engagement qui d\u00e9passe le simple cadre technique pour s\u2019inscrire dans une logique de patriotisme et de service \u00e0 la Nation.<\/p>\n<\/div>\n\n\n\n

            Puis, les interventions se sont succ\u00e9d\u00e9, chacune apportant un \u00e9clairage pr\u00e9cieux sur le sens et la port\u00e9e de cette d\u00e9marche de certification.<\/p>\n\n\n\n

            La Directrice G\u00e9n\u00e9rale de l\u2019Agence des Normes et de la Qualit\u00e9 (ANOR)<\/strong> a ouvert la s\u00e9rie de discours, suivie par le Directeur Affaires g\u00e9n\u00e9rales (DAG)<\/strong> de la DGTCFM <\/strong>qui a pr\u00e9sent\u00e9 le projet ISO 9001.<\/p>\n\n\n\n

            \u00c0 l\u2019issue de cette pr\u00e9sentation, un moment fort a marqu\u00e9 la c\u00e9r\u00e9monie : la signature de la convention entre le MINFI et l\u2019ANOR<\/strong>, concr\u00e9tisant officiellement le partenariat qui portera ce projet.<\/p>\n\n\n\n

            Enfin, le Ministre D\u00e9l\u00e9gu\u00e9 aupr\u00e8s du Ministre des Finances<\/strong> a cl\u00f4tur\u00e9 la s\u00e9quence des allocutions par un discours dense et inspirant, qui a replac\u00e9 la d\u00e9marche dans la vision globale du service public camerounais.<\/p>\n\n\n\n

            La c\u00e9r\u00e9monie s\u2019est achev\u00e9e par une photo de famille et un cocktail convivial, symbole de l\u2019engagement collectif et de la coh\u00e9sion entre toutes les parties prenantes.<\/p>\n\n\n\n

            Les discours cl\u00e9s : comprendre les enjeux<\/strong><\/h2>\n\n\n\n

            1. L\u2019ANOR : accompagner vers l\u2019excellence<\/strong><\/h3>\n\n\n\n

            La premi\u00e8re intervention a \u00e9t\u00e9 celle de la Directrice G\u00e9n\u00e9rale de l\u2019Agence des Normes et de la Qualit\u00e9 (ANOR)<\/strong>. Avant d\u2019aborder la certification ISO 9001, elle a pris soin de pr\u00e9senter l\u2019institution qu\u2019elle dirige. <\/p>\n\n\n\n

            L\u2019ANOR est en effet l\u2019organisme national charg\u00e9 de promouvoir les normes au Cameroun. Elle accompagne les entreprises et administrations dans leur mise en \u0153uvre, afin d\u2019am\u00e9liorer la qualit\u00e9 des services et renforcer leur comp\u00e9titivit\u00e9. <\/p>\n\n\n\n

            Une fois ce cadre pos\u00e9, la Directrice a expliqu\u00e9 pourquoi la norme ISO 9001 version 2015<\/strong> repr\u00e9sente aujourd\u2019hui un jalon essentiel pour toute organisation qui veut am\u00e9liorer durablement son fonctionnement. Publi\u00e9e par l\u2019Organisation Internationale de Normalisation (ISO), cette norme est le r\u00e9f\u00e9rentiel mondial en mati\u00e8re de management de la qualit\u00e9<\/strong>. <\/p>\n\n\n\n

            Elle a d\u00e9taill\u00e9 les b\u00e9n\u00e9fices attendus pour la DGTCFM<\/strong> :<\/p>\n\n\n\n

              \n
            • Optimiser ses processus internes gr\u00e2ce \u00e0 une meilleure organisation.<\/li>\n\n\n\n
            • Renforcer la transparence et la cr\u00e9dibilit\u00e9 de son fonctionnement.<\/li>\n\n\n\n
            • Am\u00e9liorer en continu la qualit\u00e9 du service rendu aux usagers.<\/li>\n\n\n\n

              Enfin, elle a rappel\u00e9 que seules quelques entit\u00e9s publiques camerounaises disposent d\u00e9j\u00e0 de cette certification, comme le FEICOM, le Port Autonome de Douala (PAD), la SOPECAM et la CNCC. L\u2019entr\u00e9e de la DGTCFM dans cette dynamique constitue donc une avanc\u00e9e notable, susceptible d\u2019inspirer d\u2019autres administrations. <\/p>\n\n\n\n

              2. Le DAG de la DGTCFM : un projet structurant sur 18 mois<\/strong><\/h3>\n\n\n\n

              Prenant la parole \u00e0 son tour, le Directeur des affaires g\u00e9n\u00e9rales de la DGTCFM a pr\u00e9cis\u00e9 les contours op\u00e9rationnels du projet.<\/p>\n\n\n\n

              Il a annonc\u00e9 que la d\u00e9marche s\u2019\u00e9tendra sur 18 mois<\/strong>, avec pour objectif principal de raffermir la confiance des partenaires<\/strong> vis-\u00e0-vis de la DGTCFM, une administration centrale dans le dispositif des finances publiques.<\/p>\n\n\n\n

              Pour atteindre cet objectif, plusieurs acteurs interviendront :<\/p>\n\n\n\n

                \n
              • Une \u00e9quipe projet interne compos\u00e9e du personnel de la DGTCFM.<\/li>\n\n\n\n
              • L\u2019ANOR, en qualit\u00e9 de ma\u00eetre d\u2019\u0153uvre.<\/li>\n\n\n\n
              • Un consultant priv\u00e9, charg\u00e9 d\u2019accompagner la mise en place.<\/li>\n\n\n\n
              • Enfin, un organisme international de certification, qui \u00e9valuera la DGTCFM et d\u00e9cidera de l\u2019attribution ou non du label ISO.<\/li>\n<\/ul>\n\n\n\n

                Le DAG a rappel\u00e9 que la certification n\u2019est pas une fin en soi : elle exige une am\u00e9lioration continue<\/strong>. Tous les trois ans, l\u2019organisme international r\u00e9alisera une \u00e9valuation pour s\u2019assurer du maintien du niveau de qualit\u00e9 atteint. <\/p>\n\n\n\n

                Parmi les points cl\u00e9s de la d\u00e9marche, il a insist\u00e9 sur :<\/p>\n\n\n\n

                • L\u2019engagement de l\u2019ensemble du personnel, \u00e0 tous les niveaux.<\/li>\n\n\n\n
                • Le respect du planning et des \u00e9ch\u00e9ances.<\/li>\n\n\n\n
                • La communication transparente entre toutes les parties prenantes.<\/li>\n<\/ul>\n\n\n\n

                  Enfin, il a indiqu\u00e9 que plus d\u2019une trentaine de formations<\/strong> seront organis\u00e9es, pour doter les \u00e9quipes de comp\u00e9tences solides et p\u00e9rennes.<\/p>\n\n\n\n

                  3. Le Ministre D\u00e9l\u00e9gu\u00e9 : replacer la certification dans une vision nationale<\/strong><\/h3>\n\n\n\n

                  Le discours du Ministre D\u00e9l\u00e9gu\u00e9 aupr\u00e8s du Ministre des Finances a marqu\u00e9 l\u2019apog\u00e9e de la c\u00e9r\u00e9monie.<\/p>\n\n\n\n

                  Son intervention s\u2019est articul\u00e9e autour de deux grandes questions :<\/p>\n\n\n\n

                    \n
                  1. Quels avantages concrets la certification ISO 9001 apporte-t-elle au service public financier ?<\/li>\n\n\n\n
                  2. Pourquoi avoir choisi la DGTCFM comme structure pilote ?<\/li>\n<\/ol>\n\n\n\n

                    Pour r\u00e9pondre \u00e0 la premi\u00e8re, le Ministre a convoqu\u00e9 un extrait marquant du discours du Pr\u00e9sident Paul Biya du 31 d\u00e9cembre 2013<\/strong>, o\u00f9 ce dernier s\u2019interrogeait :<\/p>\n\n\n\n

                    \u00ab Serions-nous incapables de faire ce que d\u2019autres pays comparables au n\u00f4tre ont fait ou sont en train de faire ? <\/em>Alors, que nous manquait-il ? \u00bb<\/em><\/p>\n\n\n\n

                    En reprenant cette interrogation, le Ministre a soulign\u00e9 que la qualit\u00e9 du service public constitue une des r\u00e9ponses majeures \u00e0 ces d\u00e9fis.<\/p>\n\n\n\n

                    La certification ISO 9001 permettra donc \u00e0 la DGTCFM de :<\/p>\n\n\n\n

                      \n
                    • Renforcer son efficacit\u00e9 et sa cr\u00e9dibilit\u00e9.<\/li>\n\n\n\n
                    • Am\u00e9liorer la satisfaction des usagers.<\/li>\n\n\n\n
                    • Garantir des d\u00e9lais plus stricts dans le traitement des d\u00e9penses publiques.<\/li>\n\n\n\n
                    • Se positionner comme un mod\u00e8le pour les autres administrations.<\/li>\n<\/ul>\n\n\n\n

                      Concernant la deuxi\u00e8me question, il a expliqu\u00e9 que le choix de la DGTCFM n\u2019est pas anodin. En tant que structure centrale dans la mise en \u0153uvre des politiques financi\u00e8res de l\u2019\u00c9tat<\/strong>, elle joue un r\u00f4le strat\u00e9gique dans le contrat social. Sa performance conditionne directement la stabilit\u00e9 \u00e9conomique, le financement des services publics (routes, \u00e9coles, h\u00f4pitaux) et la confiance des citoyens. <\/p>\n\n\n\n

                      Il a conclu en exhortant l\u2019ensemble du personnel \u00e0 s\u2019approprier la d\u00e9marche, en donnant le meilleur de lui-m\u00eame pour obtenir la certification et, surtout, la maintenir dans le temps.<\/p>\n\n\n\n

                      Un nouveau chapitre pour le service public financier<\/strong><\/h2>\n\n\n\n

                      La c\u00e9r\u00e9monie de lancement de la d\u00e9marche de certification ISO 9001 version 2015 de la DGTCFM restera sans doute comme une date cl\u00e9 dans l\u2019histoire r\u00e9cente de cette direction g\u00e9n\u00e9rale.<\/p>\n\n\n\n

                      Elle symbolise une volont\u00e9 claire : celle de transformer le service public financier en un mod\u00e8le d\u2019efficacit\u00e9, de transparence et de qualit\u00e9, au service des citoyens comme des partenaires techniques et financiers.<\/p>\n\n\n\n

                      Le chemin sera exigeant \u2014 18 mois de travail intense, de formations, de diagnostics et de r\u00e9organisations. Mais il portera ses fruits : un service public plus performant<\/strong>, capable de rivaliser avec les meilleures pratiques internationales. <\/p>\n\n\n\n
